The Council is made up of regulators and experts who participate as individuals based on their experience with air quality and transportation issues. Participants come from the major motorized and motorizing countries and regions of the world, including but not limited to the European Union, Germany, Great Britain, Japan, China, Thailand, India, Brazil, Mexico, Canada, the United States, and California.

 

 
Dr. Suani Teixeira Coelho
Assistant Secretary, Sao Paulo State Department for the Environment
Sao Paulo - Brazil

Suani Coelho has been the Assistant Secretary for the Sao Paulo State Department of the Environment since 2003. Dr. Coelho has a M.S. and a Ph.D. in Energy from the Universidade de of Sao Paulo-USP and has focused much of her career on biomass energy. Prior to joining the Sao Paulo Department of the Environment, Dr. Coehlo was the director of CENBIO, the Brazilian Reference Center for Biomass, and a professor at the Universidade de of Sao Paulo.

Mr. Kenneth Colburn
Consultant
Boston MA - USA

Kenneth Colburn is an international consultant on climate, energy, and economic issues. From 2002 through 2004, Mr. Colburn was the Executive Director of the Northeast States for Coordinated Air Use Management (NESCAUM). Prior to joining NESCAUM, Mr. Colburn served as Director of the Air Resources Division for the State of New Hampshire. Under his leadership, New Hampshire created the first Greenhouse Gas Emission Reduction Registry, and in 2002, passed groundbreaking legislation to reduce emissions of four key pollutants from electric power plants - sulfur dioxide, nitrogen oxides, mercury, and carbon dioxide - the first time in the nation that carbon dioxide emission reductions were mandated by elected officials. Mr. Colburn holds a B.S. in Mathematics from the Massachusetts Institute of Technology and M.B.A. and M.Ed. degrees from the University of New Hampshire.

Dr. Yasuhiro Daisho
Professor, Waseda University
Tokyo - Japan

Yasuhiro Daisho is a Professor of Engineering at Waseda University in Tokyo, Japan. His areas of expertise include automotive engineering, developing and evaluating electric and hybrid vehicles, low emission diesel and alternative fuel engines, and urban transportation. Dr. Daisho is a member of many councils and committees in the Japanese Government including: the Central Environmental Council, Ministry of the Environment; Committee for Developing Next Generation Environmentally Friendly Vehicles, Ministry of Land, Infrastructure and Transport; Committees for Next Generation Vehicles and Fuels, Ministry of Economy, Trade and Industry; and the Environmental Council of the Metropolis of Tokyo. He is the current Vice President of Society of Automotive Engineers of Japan and the Director of the Japan Automobile Research Institute. Dr. Daisho received his B.A., M.A., and Ph.D. degrees in Mechanical Engineering from Waseda University.

Mr. Martin Maodong Fang
Chief Engineer, China Automotive Technology and Research Center (CATARC)
Hubei - China

Martin Maodong Fang is a Chief Engineer of Test Research Institute at the China Automotive Technology and Research Center (CATARC). He holds a number of other positions including Executive Director of the Committee of Vehicle Emissions Control (CVEC), General Secretary of the Environment Protection sub-committee of SAE-China, and member of the SEPA expert panel for vehicle emissions control. He has been working on vehicle emissions control for ore than fifteen years and has formulated five national standards on vehicle emissions and fuel economy. He is in charge of the Chinese national project on AUTO/OIL Research and Beijing's local fuel standard research project. Mr. Fang has published eighteen papers in Automotive Engineering of China and received five awards from the China Automotive Industry Technology Award Committee. He obtained his Bachelors degree from Tsinghua University and his MBA from Tianjin University.

Dr. Fei Feng
Director-General, Department of Industrial Economics Research, Development Research Center, State Council of the PRC
Beijing - China

Dr. Feng Fei is Director of the Industrial Economics Research Department, and Research Fellow at Development Research Center (DRC) of the State Council of PRC. Dr. Feng began his work at the DRC in 1993. His research focuses on industrial development policies and restructuring and regulation of monopoly industries. He participated in several research projects at DRC, including "National Energy Comprehensive Strategy and Policy of China," "The Strategy of Sustainable Development of Power Industry in China," "The Regulation Reform in Power Industry in China," "Strategic Restructure of China's Economic Structure," "WTO's Impact on Auto Industry," and "Reforms and Restructure of the Monopoly Industry." During his twelve years at the DRC, Dr. Feng has received many awards from the Chinese government, including a Special Award by the Chinese central government. Dr. Feng completed his Ph.D. in 1991. From 1991 to 1993, he pursued post-doctoral studies in Qinghua University. In 1994, he received special training in public policy at Carleton University and the University of Toronto in Canada. In addition to his current role at the DRC, Dr. Feng also serves as a senior consultant to several government departments and private firms.

Dr. Adrian Fernandez-Bremauntz
President, National Institute of Ecology
Mexico City - Mexico

Dr. Adrian Fernandez-Bremauntz was appointed President of Instituto Nacional de Ecologia (INE), the research arm of the Secretary for the Environment in 2005. From 1995 to 2000 he was director general for Environmental Management and Information and then director general for Research on Urban, Regional and Global Pollution from 2000 to 2004, also at INE. He was responsible for the creation of the National Center for Environmental Research and Training, the best equipped exposure assessment laboratory in Latin America. Dr. Fernandez-Bremauntz has been a consultant for the World Health Organization and the United Nations Environment Program and a guest lecturer in several courses offered by Harvard University abroad, among other international universities. In 1993, he received the Robert McNamara Award from the World Bank for his post-doctorate research at the Harvard School of Public Health. He holds a B.S. in Biology from Metropolitan Autonomous University in Mexico, a M.S. in Environmental Technology, and a Ph.D. in Environmental Science from the Imperial College of Science, Technology and Medicine in London.

Mr. Andre Ferreira
Executive Director, Instituto de Meio Ambiente e Energia (IMAE)
Sao Paulo - Brazil

Andre Ferreira is the Executive Director of IMAE, Brazil's principal NGO working on clean vehicles and fuels. He previously worked for the Brazilian Energy Ministry on electricity and energy reform issues. More recently he was senior advisor to the President of CETESB, the Sao Paulo environmental agency in charge of, among other things, vehicle certification and testing in Brazil. Mr. Ferreira is also Professor of Environmental Management at the University of Campinas (Unicamp) in Sao Paulo and has served as a consultant to the Hewlett Foundation for several years.

Dr. Axel Friedrich
Head of the Environment, Transport, and Noise Division of the Federal Environmental Agency
Berlin - Germany

Dr. Axel Friedrich is the Head of Division for Environment, Transport, and Noise at the Umwelt Bundes Amt (UBA), the Federal Environmental Agency of Germany. This division deals with all transportation related environmental issues, including climate change, air pollution, noise and planning. A Technical Chemist from the Technical University of Berlin, Dr. Friedrich has directed both the Marine and Environmental Protection division and the Refineries, Fuels, and Reduction of Organic Compounds section of the UBA. Dr. Friedrich has special interest in sustainable transport, alternative fuels, I/M, non-regulated emissions, and the influence of fuels on emissions.

Dr. Lixin Fu
Director, Air Pollution Research Institute, Tsinghua University
Beijing - China

Dr. Lixin Fu is the Director of Air Pollution Research Institute and a Professor in the Department of Environmental Science and Engineering of Tsinghua University, Beijing, China. His major research interests are mobile source emission characteristics, impact on air quality, and development and evaluation of associated control strategies. He has been leading a major part of national projects on mobile source pollution and control in China, and has supported a series of important national policies and regulations of vehicular emission reduction. He has published over 80 papers and authored or co-authored 7 books. Dr. Fu has a Bachelor's degree in Fluid Mechanics, a Master's degree in Architectural Physics, and a Ph.D. in Environmental Engineering, all from Tsinghua University.

Dr. José Goldemberg
Secretary of the Environment, State of São Paulo
São Paulo - Brazil

José Goldemberg is currently the Secretary of the Environment for the State government of São Paulo. Dr. Goldemberg previously served the federal government of Brazil as Secretary of State of Science and Technology, Minister of Education, and acting Secretary of State of the Environment. During his long academic career, Dr. Goldemberg taught at the University of São Paulo (where he also served as Rector from 1986 to 1989), Stanford University, Princeton University, the International Academy of the Environment in Geneva, and the University of Paris (Orsay). The author of several books and many technical papers, Dr. Goldemberg is an internationally respected expert on nuclear physics, the environment, and energy. Dr. Goldemberg was the co-winner of the Mitchell Prize for Sustainable Development in 1991; he was honoured with the establishment of the José Goldemberg Chair in Atmospheric Physics at Tel Aviv University in 1994; and, in 2000, he was awarded the Volvo Environmental Prize, along with three colleagues on the World Energy Assessment. Dr. Goldemberg studied physics at the University of Saskatchewan in Canada and the University of Illinois in the U.S. and holds a Ph.D. in Physical Sciences from the University of São Paulo. He is a member of the Brazilian Academy of Sciences and the Third World Academy of Sciences.

Mr. Huiming Gong
Transportation Program Officer, Energy Foundation
Beijing - China

Huiming Gong is transportation program officer in the Energy Foundation Beijing office. His work is focused on development of projects that use policy to improve transportation energy efficiency and reduce exhaust pollution. Before joining the Energy Foundation in 2005, he served as the program officer of the Auto Project on Energy & Climate Change at the Global Environmental Institute. Mr. Gong holds an M.S. from the University of California, Riverside in Environmental Toxicology and an M.S. from Peking University in Environmental Sciences.

Mr. Dan Greenbaum
President, Health Effects Institute
Boston MA - USA

Dan Greenbaum is the President and Chief Executive Officer of the Health Effects Institute (HEI). In that role, he leads HEIs efforts, supported jointly by the US EPA and industry, with additional funding from US DOE, Federal Highway Administration, US AIDS, and Asian Development Bank, and foundations, to provide public and private decision makers with high quality, impartial, relevant and credible science about the health effects of air pollution. Mr. Greenbaum currently serves on the US National Research Council Committee on Valuing the Impacts of Ozone Air Pollution on Mortality. He also chaired the EPA Blue Ribbon Panel on Oxygenates in Gasoline and EPAs Clean Diesel Independent Review Panel, which issued its report on implementing the 2007 Highway Diesel Rule in October 2002. Just prior to joining HEI, he served as Commissioner of the Massachusetts Department of Environmental Protection from 1988 to 1994, where he was responsible for the Clean Air Act, as well as its efforts on pollution prevention, water pollution and solid and hazardous waste.

Dr. Wha-Jin Han
Senior Research Fellow, Korea Environment Institute (KEI)
Seoul - Korea

Dr. Wha-Jin Han is currently a senior research fellow at the Korea Environment Institute (KEI). Her expertise is in the field of air management, climate change, energy and environmental policy research. Dr. Han has been working for KEI since 1993, first as a researcher, then as director of the Global Environment Research Center, general director, and finally as vice president since 2005. Before joining KEI, she was a lecturer and researcher at Hognik, Kwangwoon and Korea Universities. Aside from her membership with several environmental and engineering associations, she also serves on advisory committees of Korean governmental agencies including the Ministry of Environment, as well as on several international programs. Dr. Han earned her Bachelors and Masters Degrees in Chemistry at Korea University in 1981 and 1983 respectively. She then received her Ph. D. in Chemistry from the University of California, Los Angeles (UCLA) in 1988. Dr. Han has more than 20 publications on both Korean and international chemistry and engineering journals.

Dr. Jiro Hanyu
President, Japan International Transport Institute
Tokyo - Japan

Before becoming President of JITI in August of 2002, Mr. Hanyu had served as an official of the Japanese government for more than 33 years. He has held various important positions including Vice-Minister for Transport and International Affairs. When the Ministerial Conference -A New Challenge for Environmentally Friendly Transport- was held in Tokyo in January 2002, he played a leading role in adopting the Ministerial Declaration on Transport and the Environment and the Transport Ministersメ Statements on モPrevention of Marine Pollutionヤ, モUrban Transport and Environmentヤ and モComprehensive Strategy for Environmentally Friendly Vehicles.ヤ Under his leadership, the development of environmentally friendly heavy duty vehicles including the DME truck started. From 1994 to 1998, Mr. Hanyu served as the Deputy Director-General, and later as the Senior Deputy Director-General of the Civil Aviation Bureau. Mr. Hanyu took the lead in concluding the 1998 Memorandum of Understanding, an historic aviation agreement between Japan and the United States. Mr. Hanyu graduated from Tokyo University in 1969 with a bachelorメs degree in economics.

Mr. Hal Harvey
Environment Program Director, William and Flora Hewlett Foundation
Menlo Park CA - USA

Hal Harvey is the Environment Program Director at the William and Flora Hewlett Foundation. From 1990 through 2001, Mr. Harvey served as founder and President of the Energy Foundation, a joint initiative of six large U.S. foundations. Mr. Harvey has served on energy panels appointed by Presidents Bush (41) and Clinton, has published one book and dozens of articles on energy and national security issues, and speaks widely on energy topics. He is President of the Board of Directors of the New-Land Foundation, and Chairman of the Board of MB Financial Corporation, an $8 billion Chicago bank holding company. Earlier in his career, he designed and built solar homes. In 2005, Mr. Harvey served as Rhodes Chair and Lecturer in Public Policy at Arizona State University. Mr. Harvey has B.S. and M.S. degrees from Stanford University in Engineering, specializing in Energy Planning.

Dr. Kebin He
Professor of Environmental Science & Engineering and Director of International Cooperation and Exchange, Tsinghua University
Beijing - China

Dr. Kebin He is a Professor of Environmental Science & Engineering and the Director of the Office of International Cooperation and Exchange at Tsinghua University. Since receiving his Ph.D. in environmental engineering in 1990, Prof. He has been conducting research on coal-fired emission assessment and control, the assessment of urban vehicular air pollution, urban motor vehicle emission control, and the estimation of GHG emissions from the transportation sector. He has published more than 100 academic papers and has served as a principal investigator on more than 30 research projects financed by the World Bank, the China State Environmental Protection Administration, the Ministry of Science and Technology, Ford, and General Motors. Prof. He has been teaching courses for undergraduate and graduate students for more than ten years, including Air Pollution Control Engineering, Energy and Environment, and Aerosol Technology. He has also been a senior visiting scholar at the Technical University of Denmark, Leeds University in the UK, and Harvard University in the U.S. Dr. HE also serves as a member of the Council for China's Energy Research Society, the China Society of Environmental Science, the Pollution Control Working Group in the Chinese Council for International Cooperation on Environment and Development, and the U.S.-based Air & Waste Management Association and Society of Automotive Engineering.

Dr. Dongquan He
China Sustainable City Program, Senior Program Officer, Energy Foundation
Beijing - China

Dr. Dongquan He is the China Sustainable City Program Officer at the Energy Foundation Beijing office. He is in charge of executing the program's research, demonstration, and technical assistance involving sustainable mobility operations and urban planning. This includes Bus Rapid Transit system establishment and operation, public transit system optimization, and sustainable urban planning and design. Before joining the Energy Foundation, he worked for the Argonne National Laboratory as a research fellow on vehicle technologies and energy systems. Dr. He has published over 20 papers in scientific journals and conferences. He received his M.S. and Ph.D. from Tsinghua University, majoring in Environmental Science and Engineering.

Mr. Ian Hodgson
Directorate-General for Environment
Brussels - Belgium

Ian Hodgson has worked for nine years in the European Commission covering transport and energy issues. He is currently coordinator of the Directorate-General for Environment's transport team and has responsibility for road fuel issues including Directive 98/70. Ian holds a degree in Electrical Engineering and a Masters in EU Law. Prior to working in the Commission, he worked in the Department of Transport of the UK Civil Service, dealing with issues in the rail, aviation and security sectors and has also owned and managed a number of small businesses working in the transport and consulting fields.

Dr. Youngil Jeong
Director, Korea Institute for Machinery and Materials (KIMM)
Daejeon - Korea

Dr. Jeong has been working as a principal researcher at KIMM for 26 years and had formerly employed at the automotive company for 3 years. His primary research area is the development and promotion of low emission vehicles and technology to improve the air pollution in the large cities. He has worked for the Ministry of Environment for several years as a program leader for the establishment of automotive exhaust emission standards and promotion of low emission devices and vehicles. Presently, he is the Director of CEFV (Center for Environmentally Friendly Vehicle), which is supported by the Ministry of Environment, and the Vice President of KSAE (Korea Society of Automotive Engineers). He served as President of the Korean Association for Natural Gas Vehicles (KANGV) from 2000 to 2004.

Mr. Rodolfo Lacy
Research Coordinator, Mario Molina Center
Mexico City - Mexico

Rodolfo Lacy is research coordinator of energy and environment projects in the Mario Molina Center. He coordinated and edited the first State of the Environment report in Mexico and is author of the book Air Quality in the Valley of Mexico. In 1994 he was awarded with a fellowship from the Rockefeller Foundation in the program Leadership for the Environment and Sustainable Development -LEAD. He is the founding president of the Environmental Engineers Association of Mexico and former head of advisors to the Minister of the Environment and Natural Resources in Mexico. He holds a B.S. in Environmental Engineering from the Metropolitan Autonomous University in Mexico and a M.S. in Environmental Planning from the Massachusetts Institute of Technology.

Dr. James Lents
Director, Environmental Policy Studies, University of California Center for Environmental Research and Technology / Chairman, Mickey Leland Air Toxics Center
Riverside CA - USA

Dr. James Lents is presently Director of Environmental Policy Studies for the University of California Center for Environmental Research and Technology and Chairman of the Mickey Leland Air Toxics Center. His research interests include environmental/energy decision-making; sustainable systems; emissions inventory development and emissions studies; technology development; and market based emission reduction programs. His experience includes highly acclaimed groundbreaking work in emissions inventory development, modeling, and emissions control process for Chattanooga, Tennessee and Denver, Colorado. Dr. Lents was active in development of the 1988 California Clean Act and the 1990 U.S. Clean Air Act and has served on four Presidential Commissions reviewing diesel standards, alternative fuels, automobile global warming emissions, and air quality standards. He studied at the University of Tennessee where he earned his B.S. in Engineering Physics, M.S. in Physics/Infrared Spectroscopy, and Ph.D., in Physics/Plasmas.

Dr. Alan C. Lloyd
President, International Council on Clean Transportation
Reno NV - USA

Dr. Alan C. Lloyd is the President of the International Council on Clean Transportation. He served as the Secretary of the California Environmental Protection Agency from 2004 through February 2006 and as the Chairman of the California Air Resources Board from 1999 to 2004. Prior to joining CARB, Dr. Lloyd was the Executive Director of the Energy and Environmental Engineering Center for the Desert Research Institute at the University and Community College System of Nevada, Reno, and the chief scientist at the South Coast Air Quality Management District from 1988 to 1996. Dr. Lloyd's work focuses on the viable future of advanced technology and renewable fuels, with attention to urban air quality issues and global climate change. A proponent of alternate fuels, electric drive and fuel cell vehicles eventually leading to a hydrogen economy, Dr. Lloyd is currently the Co-Chair of the ETAAC of CARB and Chairman of HTAC, was the 2003 Chairman of the California Fuel Cell Partnership and a co-founder of the California Stationary Fuel Cell collaborative. He earned both his B.S. in Chemistry and Ph.D. in Gas Kinetics at the University College of Wales, Aberystwyth, U.K.

Mr. Jason Mark
Transportation Program Officer, Energy Foundation
San Francisco CA - USA

Jason Mark is the U.S. Transportation Program Officer at the Energy Foundation. From 1995 to 2006, Mr. Mark worked for the Union Concerned Scientists (UCS), ultimately as the national Director of the Clean Vehicles Program and as the organizations California Director. Before joining UCS, Mr. Mark worked at the National Renewable Energy Laboratory and at the Center for Energy and Environmental Studies at Princeton University. Dr. Mario Molina

Dr. Mario Molina is a professor in the Department of Chemistry and Biochemistry at the University of California, San Diego (UCSD). In 2004, Dr. Molina started the Centro Mario Molina, to work towards clean air in Mexico City, and he serves as the current director of that centre. Prior to joining the faculty at UCSD, Dr. Molina had a joint appointment in the Department of Earth, Atmospheric and Planetary Sciences and the Department of Chemistry at Massachusetts Institute of Technology (MIT). He is Chair of the National Research Council/National Academy of Sciences Committee on Atmospheric Chemistry. He is a member of the U.S. National Academy of Sciences, the Institute of Medicine, and the Pontifical Academy of Sciences. He holds a B.S. in Chemical Engineering from the Universidad Nacional Autónoma de México, a M.S. from the University of Freiburg, West Germany, and a Ph.D. in Physical Chemistry from the University of California, Berkeley. He has received numerous awards for his scientific work, including the 1995 Nobel Prize in Chemistry for his research on the threat to the ozone layer from chlorofluorocarbon (CFC) gases, published in the British journal Nature in 1974.

Rudolf de Noronha is an economist and geographer and is currently the Director of the Department of Environmental Quality within the Climate Change Secretariat of Brazil's federal Environment Ministry. Prior to his current position, Mr. Noronha worked in the Environment Ministry as the Director for Land Management and was responsible for sanitation, urban pollution and coastal management programs. He has also worked in the Ministry of National Integration, in the National Supplemental Health Agency of the Health Ministry and in the Brazilian Institute for Municipal Administration where he coordinated and implemented programs in the areas of environment, urbanism and public health. His post-graduate work focused on public health with a specialization in public policy and a Master's degree in Political Geography.

Mr. Teruyuki Ohno

Tokyo - Japan

Teruyuki Ohno is the senior director of Urban and Global Environmental Planning for the Tokyo Metropolitan Governments (TMG) Bureau of the Environment. Mr. Ohno was a key architect of Operation No Diesel, Japans first local diesel emissions control policy. Operation No Diesel forced significant changes in the central governments regulation of diesel emissions, led to the establishment of a new national market for clean diesel technologies, and created the Tokyo Retrofit Program, to date the worlds largest program for mandatory diesel particulate aftertreatment retrofits. Currently, Mr. Ohno holds authority for planning TMGs climate change ordinance, which may establish a local cap and trade system for greenhouse gas emissions and incorporate measures to improve vehicle fuel economy and promote low carbon fuels. Mr. Ohno has also authored two books on urban planning drawing international comparisons.

Mr. Takao Onoda
Policy Analyst of Transport, Energy Efficiency and Environmental Division, International Energy Agency

Mr. Takao Onoda is currently with the International Energy Agency, in charge of drafting the transport policy part of the recommendation to the G8. Previously, Mr. Onoda was a Senior Officer in the Environmental Division, Road Transport Bureau, of the Ministry of Land, Infrastructure and Transport in Japan. He drafted the world's first heavy duty vehicle fuel efficiency standard, implemented in 2006. In 2001, Mr. Onoda took the position of Senior Officer in the Office of International Affairs, in the Ministry of Land, Infrastructure and Transport, where he chaired a group of the WP29, conducted research on vehicle regulations in various countries and regions, negotiated with officials of other countries and regions and drafted proposals for international harmonization regulations. He joined the Ministry of Transport in 1991 and spent time as the Chief of the Technology and Safety Division, the Deputy Director of the Office of Traffic Safety, and the Deputy Director of the Type Approval Division. Mr. Takao Onoda received his Master's degree in Mechanical Engineering from Osaka Prefectural University and international Environmental Policy from Columbia University.

Ms. Charlotte Pera

Charlotte Pera is Vice President at the Energy Foundation, where she directs the U.S. programs. From 1991 to 1999, Ms. Pera was a project manager in the Transportation Technology Group of Acurex Environmental, an engineering consulting firm. Charlotte served as lead technical consultant on a 1998 legislative effort that created Californias Carl Moyer Program; an innovative program that directs more than $100 million per year in public funds to reduce emissions from heavy vehicles. She is a member of the board of the International Council for Clean Transportation and serves on the steering committee of the Regeneration Project. Charlotte holds B.S. and M.S. degrees in Mechanical Engineering from Stanford University.

George Polk is the interim CEO of the European Climate Foundation, which is the European sister organization to the U.S. Energy Foundation, focused on climate change policy in Europe. He is also the founder and CEO of The Catalyst Project and a serial entrepreneur most recently CEO of The Cloud Networks Ltd., the leading broadband wireless network operator in Europe. He stepped down as CEO of The Cloud in early 2007 to focus on climate change. Mr. Polk was named a Global Technology Pioneer by the World Economic Forum in 2005, a Pioneer of the City of London in 2006, and has consistently been ranked in the top 25 global technology agenda setters by Silicon.com. Peter Reilly-Roe is a former Assistant Director, Transportation Energy Use Division, Natural Resources Canada. Since the early 1980s, Mr. Reilly-Roe has played a key role in establishing the federal government's energy efficiency and alternative transportation fuels policy and programs, and in the development of Canada's strategy for greenhouse gas reduction. He has also consulted on transportation efficiency, alternative fuels and urban air pollution issues in developing countries. He is currently Chair of the Alternative Fuels Committee of the Transportation Research Board of the U.S. National Academies. Mr. Reilly-Roe holds a B.S. in Engineering from Imperial College, London University and a M.S. in Engineering from Queen's University, Kingston, Ontario.

Dr. Leonora Rojas Bracho

Dr. Leonora Rojas earned her Ph.D. in Sciences from the Harvard School of Public Health. For the last 15 years, she has been working on the health and environment interface, in particular, doing research on the determinants of personal exposure to atmospheric pollutants and their link with environmental epidemiology. She performed her first research activities from 1985 to 1988 at the Colegio de M←xico. There, she collaborated in analyzing the status of ecosystems in the northern border, in the project on the effects of atmospheric pollution on schoolchildren in Mexico City. In 1989, she joined the Mexico Public Health School of the National Institute of Public Health. Two years later, she held the position of Head of the Department of Environmental Health Sciences. She was the Coordinator of the Mexican Research and Development Network on Air Quality in Large Cities, under the auspices of the National Institute of Public Health, CONACYT, and the Mexico-US Science Foundation. From March 2001 to February 2003, she was the Director of Exposure and Effect Measurement in the General Directorate of Environmental Health of the Ministry of Health, being in charge of the federal programs on problems regarding water, air, and soil quality with potential effects on the populationメs health. For three years, she participated in the Trilateral Childrenメs Environmental Health Team of the North American Commission for Environmental Cooperation (Canada-Mexico-the United States), she was responsible for the planning and organization of the First National Workshop on Childrenメs Health and the Environment; and she collaborated in the organization and participation of the Workshop on Childrenメs Health, the Environment, and Risk Assessment. In the last four years, she has been participating as Guest Professor in the course モPublic Health in Mexicoヤ for medical students of the Chicago Northwestern University, in collaboration with the Panamerican University. She has also given conferences in national and international fora, as well as graduate courses at the National Institute of Public Health, at the Harvard School of Public Health, and in the LEAD Program of the Colegio de M←xico. Currently, her research agenda includes, among others, benefits assessment for the implementation of emissions control measures for atmospheric pollutants; the assessment of personal exposure and air quality inside houses due to firewood combustion for cooking in rural areas in Mexico; as well as personal exposure associated with vehicular transportation.

Ms. Anumita Roychowdhury

Anumita Roychowdhury coordinates policy research on vehicular pollution in India for the Centre for Science and Environment (CSE). She has helped build policy campaigns which include phasing in of CNG program in Delhi; advancing implementation of improved fuel quality norms and emissions standards in Delhi; and promoting fiscal policies to improve technology, and awareness campaign on fuel adulteration in Delhi. She co-authored the book Slow Murder: The Deadly Story of Vehicular Pollution in India and has contributed to the series on Citizens Report on the State of India's Environment. Over the years she has participated in many global forums on environmental issues and is also associated with other regional networks such as Clean Air Initiative for Asian Cities.

Dr. Joseph Ryan

Joseph Ryan serves as Program Officer and Managing Director for Latin America in the Environment Program. In this position he coordinates all the Foundation's air quality projects in Mexico and Brazil. This work follows four broad themes: (1) introducing ultra-clean fuels in developing nations, (2) dramatically reducing emissions from cars and trucks through regulation, (3) working with government and the private sector to promote cleaner technologies for heavy-duty vehicles, and (4) promoting economically viable public transportation options including Bus Rapid Transit (BRT), congestion charging and improved pedestrian and bicycle access. With the popularity of BRT, Dr. Ryan's work has expanded to include China where he serves on the advisory board of the China Sustainable Transport Center. Dr. Ryan has lived and worked in Latin America throughout the past fifteen years including five years full-time in Brazil working with the Hewlett Foundation. A former Fulbright-Hays doctoral fellow, Joe has a Ph.D. in history from the University of California, Los Angeles.

Sergio Sanchez is the Executive Director of the new center of the Clean Air Initiative for Latin American Cities. He served the General Director for Air Quality Management and Pollutants Registry at the Mexican Secretariat for Environment and Natural Resources from 2002 through 2005. Previously, he was Executive Coordinator of Mexico City's Air Quality Project, served as a consultant for the Mexico Country Review on Climate Change Projects, and as an advisor to the Mexico City Metropolitan Environmental Commission. He has worked on international environmental projects and studies for the World Bank, German Society for International Cooperation, Pan American Health Organization, North American Commission for Environmental Cooperation and Central American Commission for Environment and Development. Mr. Sanchez holds a B.S. in Environmental Engineering from the Metropolitan University in Mexico City, and graduated from the Leadership for Sustainable Development Program through a fellowship from the Rockefeller Foundation.

Dr. Robert F. Sawyer

Dr. Robert Sawyer is Class of 1935 Professor of Energy Emeritus at the University of California, Berkeley, where he conducted extensive research and taught air quality science, emissions control, energy conversion, fire safety and rocket and jet propulsion since 1966. In 2005, Dr. Sawyer was appointed Chairman of the California Air Resources Board in December 2005 by Governor Arnold Schwarzenegger, a position he held until 2007. Dr. Sawyer is the author or co-author of more than 350 technical publications, including two books. Dr. Sawyer earned the Berkeley Citation and the Soichiro Honda Medal from the American Society of Mechanical Engineers and is a fellow of the Society of Automotive Engineers. Dr. Sawyer holds a Ph.D. in aerospace science and a Master of Arts degree in aeronautical engineering from Princeton University. In addition, he earned a Master of Science and a Bachelor of Science degree in Mechanical Engineering from Stanford University.

Mr. Alejandro Villegas-Lopez

Alejandro Villegas-Lopez is the Program Officer for the Environment Program of the Hewlett Foundation in Mexico, working on philanthropic strategies for clean air, GHG mitigation strategy and conservation issues. Mr. Villegas has a Bachelor of Science in Transportation Engineering from the National Polytechnics Institute of Mexico (IPN), and a Master of Science in Public Administration from George Washington University. He has worked for 20 years in the transportation and environment field, especially planning, public policy analysis and formulation, and regulation. He served the Mexico City Secretariat of Transportation and Roads for 7 years and had two tenures as General Director for Planning and for Regulation. Mr. Villegas has taught at the IPN and the Autonomous National University of Mexico, at both undergraduate and graduate levels, and was a visiting scholar at the Massachusetts Institute of Technology Integrated Program on Urban, Regional and Global Air Pollution.

Mr. Michael Walsh

Michael P. Walsh is a mechanical engineer who has spent his entire career working on motor vehicle pollution control issues at the local, national and international level. For the first half of his career, he was in government service, initially with the City of New York and subsequently with the US Environmental Protection Agency. With each, he served as Director of their motor vehicle pollution control efforts. Since leaving government, he has been an independent consultant advising governments and industries around the world. In addition he currently co-chairs the US EPAs Mobile Sources Technical Advisory Subcommittee and is actively involved in projects in Brazil, Hong Kong, Mexico, Viet Nam, and China. He is also a member of the National Academy of Sciences Committee on Energy Futures and Air Pollution in Urban China and the United States. Michael P. Walsh was selected as the first recipient of the U.S. Environmental Protection Agency Lifetime Individual Achievement Award for outstanding achievement, demonstrated leadership, and a lasting commitment to promoting clean air. More recently, he received the California Air Resources Boards Haagen Smit award for his global efforts towards mobile source emissions reduction. He has also been selected as a MacArthur Fellow for extraordinary originality and dedication. He is also the Chairman of the Board of Directors of the International Council on Clean Transportation.

Dr. Supat Wangwongwatana is the Director General of the Pollution Control Department, Ministry of Natural Resources and Environment of Thailand. From 2003-2004, Dr. Wangwongwatana was the Deputy Director of General of the Pollution Control Department and from 1992-2002, he was the Director of the Air Quality and Noise Management Division of the Pollution Control Department. He was honored as a 2006 Asian Air Quality Management Champion for his efforts to institutionalize air quality management in Thailand and for acting as a role model for AQM practitioners in cities and countries across Asia. He received an Honorary Degree in Air Quality Training and Management from the Air Pollution Training Institute of the U.S. Environmental Protection Agency in 2001, a Ph.D. in Air Pollution Engineering from the University of Cincinnati in 1998, a M.S. in Environmental Technology & Management from the Asian Institute of Technology, Thailand in 1980, and a B.S. in Public Health-Occupational Health from Mahidol University, Thailand in 1977.

Dr. Martin Williams

Dr. Martin Williams is Head of the Air and Environment Quality Division in the UK Department for Environment, Food and Rural Affairs where he is responsible for UK policy and scientific research on air quality, noise and nuisance. Dr. Williams is also the Environmental Protection Senior Science Coordinator for the Department. He was chairman of both the UNECE Environmental Monitoring and Evaluation Programme (EMEP) and the EU Working Group on Particulate Matter, recommending standards for PM for the EU and he is currently chairman of the Executive Body of the UNECE Convention of Long Range Transboundary Air Polution. Dr. Williams was also Head of the Air Pollution Division of Warren Spring Laboratory, the leading UK Government research laboratory for air quality, where he directed the research programme, which incorporated the UK air quality-monitoring network, the national emission inventory and measurements of vehicle pollution, involving novel techniques for on-road emission measurement. Dr. Williams has acted as advisor to the EU, WHO, OECD, NATO/CCMS and the US EPA. He is a member of various committees advising on air quality research in the UK, and is a Fellow of the Royal Society of Arts.

Professor Ying Yuan
Deputy Director, Environmental Standards Institute of SEPA, in Chinese Research Academy of Environmental Sciences

Ms. Yuan Ying is the Deputy Director of the Environmental Standards Institute of the State Environmental Protection Administration of China, and she is a professor at the Chinese Research Academy of Environmental Sciences. She started her career in 1982 as an engineer with the Beijing Automotive Research Institute. She joined the Chinese Research Academy of Environmental Sciences as a senior engineer in 1994 where she worked on several national vehicle emission control projects as part of the first automobile emissions laboratory. Beginning in 1998 she worked with SEPA for over 3 years developing and implementing several important policies on vehicle emissions control, including unleaded gasoline, CN I & II (eqv. Euro I & II) emission standards, emission compliance, the Clean Auto Initiative, incentive policies for low emission vehicles, and others. She has since been working with the Environmental Standard Institute of SEPA and is responsible for the environmental standards and policies related to mobile sources.
