China: Phase III LDV fuel-consumption standard and HDV test procedure
China’s Phase III LDV standards will constitute its first corporate average fuel consumption standards, and an effective implementation plan is critical to success. At the same time as it finalizes the Phase III standards, the Chinese government is also developing a test procedure for estimating fuel consumption of medium- and heavy-duty vehicles, which will be the basis of a new fuel-consumption standard in that rapidly growing transportation sector.
In late June, ICCT’s Hui He met with CATARC’s JIN Yuefu for discussions on the implementation plan for Phase III, to identify areas where the ICCT could provide support. The meeting focused on three major issues: point of regulation, transmission and verification of data, and the structure of non-compliance penalties. CATARC is working with officials from the Ministry of Industry and Information Technology (MIIT) and the Ministry of Finance (MOF), the key central agencies involved in implementing Phase III to develop a formal initial proposal.
Also in June, the MIIT released a proposed M&HDV fuel-consumption test procedure for public comment. The proposal is the result of several years of research work by CATARC staff and the technical committee. It recommends evaluating fuel consumption of a base model through whole-vehicle testing and estimating fuel use of variant models through simulation modeling. ***CHECK REWORDING*** In early July, ICCT staffers Fanta Kamakate and Freda Fung, along with Michael Walsh, chair of ICCT’s Board of Directors, met with CATARC’s team in Beijing to offer ICCT’s initial comments. Discussions focused on measures to minimize the possibility of gaming and ensure that results reflect real-world fuel consumption as closely as possible. Incorporating the discussions during the meeting, the ICCT submitted final written comments on the proposed test procedure to CATARC on July 15.
